RemediationDND Barracks Clean Up and ClosureStrum carried out a detailed Phased Site Assessment in order to bring the site into compliance. Impacts included middle distillate hydrocarbons (free oil or oil dissolved in water), PAH, and metals. Off-site impacts were present, including an adjacent third party and a freshwater aquatic receptor. RAP development included establishing clean up objectives; dealing with third parties and NSEL; and development, letting, and supervision of tender to remediate 13 sites. Hydrocarbon plumes extended under structures from USTs placed up-gradient of buildings. Removal of 12 tanks was arranged, and the design and supervision of installation of 10 new storage tank systems was undertaken with new systems brought to National Code. Risk Assessment was undertaken to deal with residual hydrocarbon impacts under several structures and also to deal with PAH and oil impacts in a lake. This was successfully completed. Follow up monitoring was developed for a two year period with criteria set in advance. Closure was attained by November 2005 with acceptance of Certificates of Compliance by regulator. >>>Return to Remediation<<<
