Community College HazMat Survey

Strum was retained by the Nova Scotia Community College (NSCC) to conduct Phase I Environmental Site Assessments and Hazardous Building Materials Assessments (HAZMAT) at four of the NSCC campuses.Strum developed a comprehensive methodology aimed at reviewing background records and quantifying hazardous materials at each of the campuses. Sampling protocols for building materials were developed and implemented. These protocols were developed to ensure intrusive work was completed outside of regular school hours and that sampling was completed in a discrete manner. Assessments of hazardous materials included inventories of asbestos, lead, PCB, mercury, mould, and other miscellaneous potentially hazardous substances (halocarbons, urea formaldehyde, silica and arsenic) commonly found in building materials of certain ages. Management options were developed for the identified hazardous building materials. Considerations for each type of hazardous material, the conditions of the material, and implications for future site renovations were detailed and communicated to the client. A detailed inventory of hazardous materials was developed for each of the assessed campuses, risks were prioritized, and conclusions and recommendations were communicated clearly to the client. Where the Phase I ESA identified potential for adverse environmental impact, recommendations to address risks associated with these potential impacts were included in the reports. These projects were undertaken as part of a multi-million dollar development initiative, and involved buildings ranging in size from 9,000 to 250,000 sq. ft. in size. The sites have complex histories including a multitude of operations over an extended period of time (i.e. mechanics, machining, electrical).
